Tracy PD Arrest Suspect in Series of Groping Incidents Near Lowell Avenue and Lincoln Boulevard

On November 6, 2024, Tracy Police Department Patrol Officers were made aware of three separate incidents involving an unknown male individual groping two juvenile females in the area of Lowell Avenue and Lincoln Boulevard.

As Patrol Officers worked closely with detectives from the General Investigations Unit (GIU) and School Resource Officers (SRO), Tomas Terraza Santay (26 years old from Tracy) was identified as the male individual involved in each of the reported incidents. With assistance from the Special Investigations Unit (SIU) and Special Enforcement Team (SET), Terraza Santay was arrested at his residence on November 7, 2024, without incident and booked into the San Joaquin County Jail.
