The Bureau of Special Operations plays a vital role in enhancing public safety while fostering a culture of collaboration and partnerships with our City and Regional stakeholders. The Bureau supports the Police Department’s mission of maintaining a safe and secure community by implementing specialized enforcement and problem-solving strategies. Additionally, it works to strengthen relationships between law enforcement and residents through programs that promote trust, education, and collaboration.
The Bureau includes the Crisis Response Unit (SWAT, Tactical Dispatchers, and Crisis Negotiators), Code Enforcement Unit, Traffic Safety Unit, School Resource Officers (SROs), Neighborhood Resource Officers (NROs), Mental Health Mobile Evaluation Team (M.E.T.), Familiar Faces Homeless Outreach Team, Crime Prevention Specialist, DARE Officers, Police Activity League (PAL), and Volunteers in Policing (VIPS).
The Bureau of Special Operations also works with our local and regional partners, including Tracy Unified and Jefferson School Districts, South San Joaquin County Fire, Caltrans, California Highway Patrol, and Union Pacific Railroad, to name a few. These collaborations increase our ability to standardize our preparedness for issues in which we all share and have a vested interest.
For example, our Neighborhood Resource Officers (NROs) and Code Enforcement Unit aim to identify and address community issues, concerns, and crime trends affecting quality of life. The units are trained in problem-solving and collaborate with the Patrol to tackle ongoing problems in neighborhoods and business areas that require repeated responses. They also utilize their training, experience, and partnerships with Caltrans, CHP, and UPRR to research and analyze problems while directing various resources to address or eliminate issues.
With a proactive and adaptive approach, the Bureau of Special Operations remains committed to effective law enforcement, crime reduction, and fostering strong community partnerships to keep Tracy safe.
