Tracy PD Rescues Kidnapping and Hostage Victim at Residence on Lankershire Drive

On Friday, March 22, 2024, around 4:45 pm, the Tracy Police Department received information that a kidnapping victim was being held hostage at gunpoint inside a residence in the 1500 block of Lankershire Drive.  Tracy PD patrol officers, detectives with the General Investigations Unit (GIU), Special Investigations Unit (SIU), and other on-duty personnel immediately responded with the departments BearCat Armored Recovery Vehicle to surround the residence and rescue the victim. 

Upon arrival of officers at the residence, officers deployed an unmanned aircraft system (UAS), also known as a drone, to assist in gathering information. Through video that officers were able to see from the drone, one of the suspects, Gerado Tornero-Rosales (26 years old from Livermore, CA), was seen fleeing out the back of the residence and was immediately captured by officers behind the residence.  Two other people, Angel Lopez-Gutierrez (24 years old from Oakland, CA) and the reported victim, surrendered to officers at the front of the residence without incident.  The victim was treated for minor injuries by firefighters from the South San Joaquin County Fire Authority and medics from American Medical Response (AMR). 

Following interviews by detectives and a search warrant at the residence, Tornero-Rosales and Lopez-Gutierrez were booked into the San Joaquin County Jail for a variety of charges.  Tornero-Rosales for 245(a)(1) – assault with a deadly weapon, 207(A) PC – kidnapping, 236 PC – false imprisonment, 422(A) PC – criminal threats, and 11377 H&S – possession of methamphetamine.  Lopez-Gutierrez for 261(a)(2) PC – rape by force/fear, 207(A) PC – kidnapping, 236 PC – false imprisonment, and 422(A) PC – criminal threats.
