About Us

The Mental Health Mobile Evaluation Team (MET) is a specialized unit within the Tracy Police Department’s Bureau of Special Operations. Its purpose is to provide a compassionate and effective response to individuals experiencing mental health crises and homelessness. The team consists of a Neighborhood Resource Officer and a Familiar Faces Program Outreach Coordinator, both of whom specialize in mental health. By combining law enforcement expertise with clinical knowledge, they ensure safety, dignity, and appropriate care for community members in crisis.

Mission

The mission of the Mobile Evaluation Team (MET) is to bridge the gap between public safety and behavioral health. The team aims to provide crisis intervention, reduce unnecessary incarceration or hospitalization, and connect individuals to long-term resources, including treatment and support services.

MET responds to 911 calls and referrals related to mental health emergencies, unsheltered individuals, frequent users of emergency services, and families in urgent need of assistance. On the scene, the MET Officer ensures safety, while both team members work together to de-escalate crises, conduct assessments, offer support, and connect individuals with local partners, such as San Joaquin County Behavioral Health Services, hospitals, shelters, and nonprofit organizations.

By addressing public safety and behavioral health needs at the same time, the Mobile Evaluation Team (MET) helps reduce harm, improve outcomes, and build stronger community trust. This co-response model allows patrol officers to quickly return to their duties while ensuring that vulnerable individuals are connected to the services they need. Through close partnerships with county and city agencies, homeless outreach teams, and community providers, the Tracy Police Department’s MET works towards creating a safer, healthier city where all residents are treated with compassion and provided with pathways to sustainable living.
