On August 10, 2024, at around 9:16 p.m., the Tracy Police Department responded to multiple reports of an individual attempting to attack family members in the 1200 block of Pickford Court.
Based on information gathered from the family, the suspect, identified as Julio Plascencia (29 years old from Tracy), had brandished a knife at multiple family members and was attempting to stab them. During the initial investigation, it was found that Plascencia is currently on parole for a previous assault with a deadly weapon incident. Patrol Officers worked diligently and began making announcements in an attempt to get Plascencia to exit the residence while also using Unmanned Aircraft Systems (UAS), also known as drones, to look over the location in the event that Plascencia attempted to escape. Due to the seriousness of the crime and Plascencia’s refusal to surrender, the Tracy Police Department’s Crisis Response Unit (SWAT, Crisis Negotiation Team, and Tactical Dispatchers) responded to take over the incident. After continuous efforts by the Crisis Negotiation Team (CNT) to get Plascencia to surrender, SWAT successfully deployed chemical agents into the residence, leading to Plascencia exiting the home. Through de-escalation tactics and less lethal force options, Plascencia was taken into custody.
Plascencia was arrested for PC 245(A)(1) – Assault with a deadly weapon other than a firearm, PC 148(A)(1) – Resisting arrest, and PC 243(A) – Battery and booked into the San Joaquin County Jail.
