On August 5, 2024, at around 8:30 p.m., the Tracy Police Department responded to a reported domestic violence incident in the 100 block of West Carlton Way. During the initial investigation, officers determined that the suspect, Saul Velasquez (30 years old from Tracy), had committed an act of felony domestic violence against a former significant other who had a temporary restraining order against Velasquez.
Based on information gathered from the victim, officers quickly worked to surround the residence that Velasquez was believed to have retreated into. As officers began making announcements in an attempt to get Velasquez to exit the residence, three adults exited the residence, while Velasquez remained inside. Due to the seriousness of the crime and Velasquez’s refusal to surrender, the Tracy Police Department’s Crisis Response Unit (SWAT, Crisis Negotiation Team, and Tactical Dispatchers) responded to take over the incident. After obtaining warrants for Velasquez, SWAT successfully deployed chemical agents, leading to Velasquez’s surrender.
Velasquez was arrested for PC 273.5 – Corporal injury on spouse/partner, PC 273.6 – Violating a Restraining, Protective or Stay Away Order, and PC 148(a)(1) – Resisting Arrest and booked into the San Joaquin County Jail.
